Objectives
To address the relatiom between territory-dynamics territorial-spatial planning
To understand planning as a complex process
To analyze differences and complementarities between strategic planning and physical planning
To apply specific methodologies of analysis, diagnosis, structuring of goals, actors strategy, scenarios and multicriteria analysis.
To discuss the process of land use (re) classification and (re) qualification.
To understand the connection between constraints, land use planning and regulation.
To develop skills in articulating the methodological component of the spatial planning with Geographic Information Systems.

Subject matter
Territory and Planning Process. Territory and territorial dynamics. Evolution of the planning process. Rationalist view of the collaborative approach. Physical planning and strategic planning. Diagnostic methodologies in Spatial Planning. Problem situations in territorial planning. Methodologies for analysis and diagnosis. Arborescent structure of goals. Analysis of actors strategy. Physical, legal and land occupation planning constraints. Propositional methodologies in Spatial Planning. Foresight and scenario building. Stakeholder involvement. Delphi methodology. Selection of alternatives for action: multi-criteria analysis. Construction of the strategic vision and action plan. Criteria for (re) classification and (re)identification of land use. Concept of structure and zoning. Articulation between land use planning, constraints and spatial regulation.

Teaching method
Theorectical and practical lectures (debates), focusing on: i) theoretical understanding of the principles and methodologies used in spatial planning; ii) application of specific methodologies and techniques; iii) presentation and discussion of case studies.
Evaluation method
Continuous evaluation, with individual assignments, on-line forum discussions and a final face to face examination.
The evaluation system has the following components:
- Final exam (in person) about the subjects taught (50%);
- Continous evaluation (50%), which translated into participation in the platform (40%) and individual assignment (60%).
