a) To master the conceptual support the urban management and the licensing of urban development operations;
b) To be able to interpret problems in the field of urban management and contribute to the design of solutions;
c) To know how to use the different instruments and mechanisms to support the urban management;
d) To train to deal with the complexity inherent in the multiplicity of interests in the implementation of the plans;
e) To analyze the urban management in conjunction with the land question and the land policy;
f) To apply methodologies for monitoring and evaluation in planning.



Subject matter

1) INTRODUCTION TO URBAN MANAGEMENT. Urban management and planning. Relationship between Planning and Management. Licensing of urbanization operations.
2) IMPLEMENTATION OF PLANS. Urban rules: concepts, contents and urban parameters and their use in regulatory plans. Reference values ​​and their relation to different urban morphologies. Management of land use in the development process. Urban: urban sprawl, urban renewal, urban regeneration. Management of processes of (re) equipment of the city. Equity in planning. Land readjustment.
3) LAND POLICY. Land management and land policy. Real estate market and its stakeholders. Taxation of real estate as a source of funding for Public Administration and land policy instrument.
4) EVALUATION AND MONITORING IN PLANNING. Types of evaluation. Methodologies. Indicators. State reports Spatial Planning.

Teaching method

Presentation and discussion of case studies;
Application exercises (in class) on the subject taught;
Group work.

Evaluation method

Students are informed in the first class on the elements of evaluation and their relative weight in the final grade. The evaluation has four elements:
i) Written test on the theoretical matter [55%];
ii) Group work with a reporting (50000 characters) and public presentation ][25%];
iii) Review by two papers [10%];
iv) Evaluation of class participation [10%].

[According to the FCSH Assessment Standards, the proposed evaluation elements to introduce students in the first class may suffer readjustments, particularly in the percentage of each element.]
