Objectives

a) To master the conceptual support of spatial planning;
b) To understand the complexity of spatial planning in a context of uncertainty and multi-level governance;
c) To master the theory in spatial planning and the methodologies and tools of territorial planning;
d) To enhance the legislative framework of spatial planning policy (from the EU at local level) in conjunction with the political-administrative structure;
e) To be able to interpret problems in the field of spatial planning and contribute to the design of solutions in different territorial realities (areas and metropolitan regions, urban areas, protected natural areas, island territories);
f) To design a critical thinking about spatial planning policy in Portugal.

Subject matter

1) SPATIAL PLANNING: FRAMEWORK CONCEPTUAL.
Evolution and present concept. Contemporaries challenges of spatial planning. Culture of the territory in support of spatial planning culture.
2) PLANNING AS LAND MANAGEMENT INSTRUMENT
The rationalist planning to collaborative planning: opportunities and risks. Methodologies of territorial planning. Structure and content of development plans
3) LEGAL FRAMAWORK AND TOOLS FOR SPATIAL PLANNING POLICY IN THE UE
European territorial policies. National policies and territorial planning systems: typologies and critical appreciation. System of land management in Portugal.
4) CONFLICTS AND TERRITORIAL GOVERNANCE MULTINIVEL
Stakeholders of the territory. Territorial conflicts. Government to multilevel governance
5) SPECIFIC TERRITORIAL AND ITS PLANNING
Areas and metropolitan regions. Urban areas. Protected natural spaces. Island territories.

Teaching method

Lectures;
Sessions of debate about \"problems in spatial planning\";
Presentation and discussion of good and bad practices in land use (at different scales);
Presentation and discussion of good and bad practices in spatial planning (at different scales);
Group work.

Evaluation method

Students are informed in first class on the elements of evaluation and their relative weight in the final grade. Each student is required to:
i) Writing test (55%);
ii) Research Project applied in spatial planning - group work (2-3 elements), with mandatory submission (25%);
iii) Review by two scientific papers (10%);
iv) Evaluation of participation in class (10%).

(According to the FCSH Assessment Standards, the proposed evaluation elements to introduce students in the first class may suffer readjustments, particularly in the percentage of each element).
